Should businesses that are closed at night be required to turn non-essential lighting off?

All summer long, dozens of businesses have been burning exterior, interior and decorative lights for a combined total of thousands of uneccessary hours. Is this light pollution, environmental pollution, energy waste, overbearing advertising or necessary security? Do street lights cover our security needs? Do you leave lights on all night long when you leave your house for vacation? Does a giant car dealership sign 30ft in the air provide security?
