Should the Railway Avenue right of way be a a car free zone?

Railway Avenue is a yet undeveloped road right of way on the other side of the tracks from Overwaitea that extends between either road crossing.

Wouldn't it be cool to develop a car free avenue along that road right of way with paths, gardens, vendor booth areas. Sort of an alternate car free mainstreet area.
